On October 8, 2024, the FAA issued a final rule requiring individuals with a foreign address and no U.S. physical address on file to designate a U.S. agent for service. This applies to those applying for or holding certificates under 14 CFR parts 47, 61, 63, 65, 67, or 107. The rule applies only to individuals, not entities.

The new FAA requirement applies to anyone with a foreign address who holds and FAA certificate or needs to comply with FAA-related matters.
To comply with the new regulation, any affected certificate holder must designate a “U.S. Agent for Service,” which is an agent authorized to receive official FAA correspondence on their behalf, including legal notices, emergency orders, and other critical documents. This ensures timely delivery and compliance with FAA requirements
